NRIs cannot apply for Aadhaar if they are not residing in India. Before applying for Aadhaar, they need to complete living for 182 days in India in the past one year. For example, if you are applying for Aadhaar on 12th February 2019, go back to 12th February 2018 and count to see if you have spent a total of 182 days in India since then. In spite of having a residential address if the NRI does not fulfill this criterion of 182 days, he will not be able to apply for Aadhaar card.
